Village committees are shaping programmes so support matches what families actually need.
The best development work is not done for communities — it is done by them. Across our programme areas, village committees and community groups are increasingly the ones setting priorities, monitoring activities, and holding everyone, including ACFO, accountable for results.
This story is about what happens when local people lead.

In each community where we work, elected committees — with women and youth represented — meet to identify the households most in need, agree on priorities, and plan activities with our field teams.
Because neighbours make these decisions in open meetings, support goes where it is genuinely needed — and everyone knows why.
Committees have reshaped our work in ways outsiders never could. They moved a planned water point to a location safer for girls. They identified elderly caregivers raising grandchildren who had been missed by standard vulnerability lists. They adjusted training times so farming families could attend.

We invest in the committees themselves: training in planning, record keeping, safeguarding, and conflict resolution. These skills outlast any project. Several committees now negotiate directly with local authorities and other organizations on behalf of their communities.
The goal of good development work is to make itself unnecessary.
We measure success not only by what is delivered, but by who is deciding. Every year we aim to hand more decisions, more resources, and more responsibility to the communities we serve — because change that is locally led is change that lasts.
